The Problem Statement: Stating the Purpose of the project
This is a key element of a proposal, it will make it clarify the addressed problem. You need to provide information supporting your statement. Collect formal and informal information and documents factual and directly related to the addressed problem of the grant proposal. This should be hard, eye opening element for the federal office.
The areas that need to be documented are:
- The purpose for developing the proposal.
- Who and how will benefit from the proposed solution.
- The affected costs, both social and economic.
- Provide hard evidence to clarify the nature of the problem, provide as much evidence as possible.

- Show the remaining alternatives when funding has been exhausted. Explain the impending implication if the project will not be implemented.

Types of records that may be collected consist of: factual, quantitative, geographic, historical, philosophical, and statistical information, plus finished studies by colleges, and literature searches from university or public libraries.
Local universities or colleges that have a division or section related to the proposal subject possibly will help conclude if there is importance in developing a faculty or student project to accomplish a needs assessment. It may be supportive to include examples of the conclusions for highlighting in the proposal.
