    • It has to be brief, you can make it as a cover letter, remember, don’t write more then 3 paragraphs.

    • Present your project as a local need. Explain how it will change the situation, and point how absence of federal support will damage the community.
    • Show the influence during your project and after it on the situation and highlight how the federal funding will help you to achieve the project goals.
